I am trying to create a user but getting below error on DC. screenshot attached.

"The Server is not operational".

Hi ,

As per attahched screenshot the your DC or RID master is not accessible. if you are doing the same on ADC or CDC then check whether they are communicating with the PDC.

Thanks for your kind support. atcually there was some issue with my DNS entry, which i had changed for testing purpose. the same is working now.
